Important Change for Exports from China - Effective October 1st, 2025

 

From October 1st, 2025, there will be an important change in Chinese customs regulations.

Until now, when a Chinese supplier did not have its own export license, a customs broker could sometimes prepare the export documents under their license on the supplier’s behalf.

This made it possible for the goods to leave China even if the supplier was not fully registered for export.

What changes on October 1st?

  • Chinese law will no longer allow brokers to provide export documents for suppliers.
  • Every supplier must have and use their own export license to prepare the official export documentation.
  • If a supplier does not have this license, customs clearance will not be possible, and shipments may be blocked.

What does this mean in practice?

  • It is important that imports check with their Chinese suppliers: do they already have their own export license?
  • If not, suppliers must apply for one quickly, otherwise shipments will not be able to depart after October 1st.

Simple example:

  • Before: A supplier without an export license could use a broker's license to export.
  • From October 1st: This is no longer possible. The supplier must export under their own name and license.
